Continuing Resolution Amendments: Three Pro-Worker Initiatives
The following proposals were intended as amendments to the House’s recently passed H.R. 1, a continuing resolution for FY 2011. Although each failed its respective vote, the fact that such bold reforms are under consideration holds promise for the future. Defunding Project Labor Agreements: Amendment No. 166
Project Labor Agreements requires the government to contract exclusively with union workers, a policy which hurts competition and serves as a political kickback to the Big Labor campaign machine. Rep. Frank Guinta (R-N.H.) introduced Amendment 166, which says that “none of the funds made available by this Act may be used to enter into, after the date of the enactment of this Act, a Government contract that requires a project labor agreement.”

Defunding National Labor Relations Board: Amendment No. 410
The National Labor Relations Board has continued to propose anti-worker rulemakings which violate longstanding, accepted practices in order to facilitate unions’ organizing efforts. In spite of its declining caseload, President Obama has proposed to allot over 70 million additional taxpayer dollars to the NLRB. In response, Rep. Tom Price (R-Ga..) introduced an amendment that would completely defund the agency, which can no longer hide its bias.

Repeal of Davis Bacon Act: Amendment No. 237
Rep. Steve King (R-Iowa) introduced this amendment to repeal the Davis Bacon Act, an outdated wage subsidy law which eliminates jobs and competition through mandating inflated wage payments for government contracts.
